On October 17th, the \"Digital Asset Exchange Conference,\" jointly hosted by the Hong Kong Chinese Banking Association, Deloitte, and Beijing Xin'an Century Technology Co., Ltd. (hereinafter referred to as \"Xin'an Century,\" stock code: 688201), was successfully held in Hong Kong. Chen Zhenying, a National People's Congress representative, member of the 7th Legislative Council of Hong Kong, Chairman of the Finance Committee, and Vice President and Secretary-General of the Hong Kong Chinese Banking Association, attended and delivered a speech. Li Wei, Chairman of Xin'an Century, attended the conference, and Senior Vice President Zhang Qingyong and relevant financial technology experts delivered keynote speeches.<\/pre>\n\n\n\n
Representatives from over 60 institutions gathered to discuss the core value of cryptographic technology in building a secure foundation for digital assets and ensuring business compliance, providing technical pathways and practical references for the joint construction of financial security between Hong Kong and the Mainland.<\/pre>\n\n\n\n

With the formal implementation of the Stablecoin Ordinance on August 1, 2025, the security and compliance of stablecoins and other digital assets throughout their entire lifecycle, including issuance, custody, and cross-border payments, has become a focal point. While financial connectivity between Hong Kong and the Mainland continues to deepen, differences in regulatory systems, policy orientations, technological approaches, and practical implementation between the two places urgently require coordination.<\/p>\n\n\n\n
In his keynote speech, \"Cryptographic Technology Builds the Trust Foundation for Digital Assets,\" Zhang Qingyong, Senior Vice President of Xin'an Century, pointed out that the large-scale application of digital assets today highly relies on a series of mature cryptographic technologies such as hashing, digital signatures, multi-signatures, and Merkle trees. These technologies permeate the entire lifecycle of digital assets, from issuance and circulation to asset management, and are the \"core pillars\" and \"foundation of trust\" in building their trust system.<\/pre>\n\n\n

He further explained that cryptographic technology ensures the trusted uploading of asset data to the blockchain through encryption, verifies the authenticity and integrity of transactions through digital signatures, and relies on security algorithms to achieve collaborative risk prevention and control between on-chain and off-chain processes. This provides a solid technical guarantee for compliance auditing and regulatory traceability, thereby constructing a secure and trustworthy framework that runs through the entire process of asset digitization.<\/p>\n\n\n\n
He also added that cutting-edge technologies such as post-quantum cryptography and homomorphic encryption, although still in the exploratory stage, will provide potential for future upgrades in digital asset security.<\/p>\n\n\n\n

Addressing the differences and need for alignment between the regulatory systems and technological approaches of mainland China and Hong Kong, the financial technology experts at Xin’an Century, in their report “Insights into Commercial Cryptography Policies and Regulations in the Financial Sector and Their Implementation Practices,” provided an in-depth interpretation of the security and compliance policies and commercial cryptography technology security requirements in the mainland’s financial sector. The report analyzed the security and compliance framework and implementation paths, and detailed the two core regulatory frameworks in the financial sector: “Security Assessment of Commercial Cryptography Applications” and “Cybersecurity Level Protection Assessment.” This clarified for the attendees the practical methods and strategic choices for achieving security and compliance in a complex regulatory environment.<\/p>\n\n\n\n
Meanwhile, the analysis also focused on the technical standards, implementation paths, and successful cases of commercial cryptography in core financial scenarios such as the digital yuan (DCEP), cross-border payments (CIPS), and second-generation credit reporting, demonstrating the key role of commercial cryptography in building a solid financial security foundation and protecting data privacy and transaction security.<\/p>\n\n\n\n
